?? PONDUS & VGM PENALTIES – ARE YOU DECLARING THE CORRECT CONTAINER WEIGHT? ??

Across Australian ports, we continue to see importers, exporters, transport operators and freight forwarders being hit with avoidable PONDUS weighing charges and VGM non-compliance penalties.

While many view these charges as simply another port cost, the reality is that accurate weight declarations are a critical safety requirement that protects vessels, port workers, truck drivers and cargo.

?? What is VGM?

Verified Gross Mass (VGM) is the total weight of the packed container, including:
? Cargo
? Packaging
? Dunnage and securing materials
? The container tare weight

Under SOLAS (Safety of Life at Sea) regulations, a container cannot legally be loaded onto a vessel without an accurate VGM declaration. The shipper is responsible for providing this information before loading. (International Maritime Organization)

?? Why is this so important?

One of the most well-known maritime disasters in our region was the grounding of the container ship Rena off New Zealand's Bay of Plenty in 2011. The accident resulted in significant environmental damage, the loss of containers overboard, and one of New Zealand's largest maritime clean-up operations. While the grounding itself was caused by navigational errors, the subsequent investigation highlighted concerns around container weights and cargo stowage accuracy, reinforcing the industry's focus on weight verification and cargo safety.

More broadly, investigations into container vessel accidents worldwide have repeatedly identified misdeclared container weights as a contributing factor to:
• Container stack collapses
• Containers lost overboard
• Vessel stability issues
• Cargo damage
• Wharf and transport accidents
• Serious injury or death to port and ship personnel (International Maritime Organization)

?? What are Australian ports finding?

Industry data from Australian terminals has shown that approximately 50% of containers flagged for weight discrepancies were confirmed as non-compliant after weighing. Some containers were found to be misdeclared by 2–10 tonnes. A common issue is failing to include the container tare weight when calculating the VGM. (Freight Trade Alliance)

?? How can you avoid PONDUS charges and VGM penalties?

? Obtain weights from a certified weighbridge.
? Include the container tare weight shown on the container door.
? Verify all packing lists and supplier weight declarations.
? Confirm pallet quantities and packaging weights.
? Review VGM calculations before submitting shipping instructions.
? Train warehouse and export staff on SOLAS requirements.
? Conduct periodic audits of export documentation.

At Loch M. Fraser Logistics, we regularly assist clients in reviewing container weights and shipping documentation before cargo reaches the terminal. A few minutes spent checking your VGM can save hundreds of dollars in penalties, costly delays, and potential safety risks.

Remember: An accurate weight declaration is not just about compliance—it is about protecting people, cargo, vessels and the supply chain.
